What is Being Proposed?
The City Engineer is recommending that the Los Angeles City Council approve the vacation (closure and removal from public ownership) of approximately 410 square feet of public street right-of-way on Vermont Avenue north of 43rd Street in South Los Angeles (Council District 9). The vacated land would be transferred to the adjoining property owner, represented by Michael Pauls Associates on behalf of Vermont Capital Fuel LLC.
Why?
The property owner is requesting this vacation to increase usable land area for development purposes consistent with the South Los Angeles Community Plan Implementation Overlay District. The City Engineer concludes the vacation is justified because: (1) the small area is unnecessary for present or future public use, (2) it is not needed for vehicular circulation or access, and (3) it is not needed for non-motorized transportation. The City also benefits by being relieved of maintenance obligations and potential liability for the street easement.

Impact and Conditions
The vacation will have no adverse effects on traffic or circulation. However, the property owner must comply with 10 conditions, including: providing a 2.5-foot dedication along the adjoining alley; constructing new pavement, curbs, gutters, and sidewalks on Vermont Avenue and 43rd Street to meet city standards; arranging utility easements; and obtaining Department of Transportation approval for any driveway aprons. All conditions must be completed within 2 years, or the vacation proceedings will be terminated.
