What is Being Proposed?

The Los Angeles Housing Department (LAHD) is recommending that the City Council remove a property at 590 N New Hampshire Ave from the Rent Escrow Account Program (REAP) and terminate the rent reductions currently in effect for tenants. This action would restore rents to their original levels and close the escrow account holding funds collected during the enforcement period.

Why?

The property was placed into REAP in September 2022 after Code Enforcement cited 24 violations including fire safety issues, weatherproofing problems, maintenance deficiencies, and plumbing/gas concerns. According to LAHD, all code violations have now been corrected and independently verified. The property owner has also paid all outstanding water and electric charges. Because the violations have been resolved, LAHD determines the property no longer needs to remain in the enforcement program.

Key Details

Property: 590 N New Hampshire Ave, Los Angeles CA 90004 (4 units total) Case Number: 769444 Case Opened: September 8, 2022 Current Status: Property has been demolished Scheduled for City Council Vote: October 29, 2025

Impact

Tenants currently receiving reduced rent will have their rents restored to original levels 30 days after notification. The escrow account funds will be distributed first to cover LAHD administrative fees and penalties, then to the landlord. Future inspections will be required, and the owner must prepay for two additional annual inspections.

What is Being Proposed?

The Los Angeles Housing Department (LAHD) is recommending that the City Council remove a property at 590 N New Hampshire Avenue from the Rent Escrow Account Program (REAP) and terminate rent reductions for tenants. This action is being requested for the October 29, 2025 City Council agenda.

Why?

REAP is an enforcement tool used when landlords fail to maintain properties in safe condition. The property was placed into REAP in August 2023 after the owner was cited for maintenance and plumbing/gas violations. LAHD staff have independently verified that all cited code violations have been corrected, utilities and water charges have been paid, and an outside contractor (Strategic Actions for a Just Economy) has confirmed the work is complete. Since the violations have been remedied, the property can now be removed from the program.

Key Details

Impact

Once removed from REAP, rent reductions will be terminated and restored to original levels 30 days after tenants receive notice. Any remaining funds in the escrow account will be distributed to cover administrative fees and penalties, with any surplus returned to the landlord. The property will no longer be subject to rent reduction restrictions or the escrow account mechanism.
