The City Attorney is transmitting a draft ordinance that would implement Measure FF, which Los Angeles voters approved in November 2024. The ordinance would allow certain sworn peace officers currently in the Los Angeles City Employees' Retirement System (LACERS) to transfer their membership and service credit to Tier 6 of the Los Angeles Fire and Police Pension Plan (LAFPP). Eligible employees from the Police Department, Harbor Department, Department of Airports, and Department of Recreation and Parks would make a one-time, irrevocable election to transfer or remain in LACERS by January 9, 2026, with the transfer effective January 11, 2026.

The Energy and Environment Committee is recommending that the City authorize the Board of Public Works to execute Amendment No. 4 to a Memorandum of Understanding (MOU) with Discovery Cube Los Angeles (DCLA). This amendment would extend the City's partnership with DCLA to develop, promote, and assist with Bureau of Sanitation (BOS) environmental events and programs, with a total cost ceiling of $1.8 million.

AUTHORIZE the Board of Public Works, on behalf of the BOS, to execute the proposed Amendment No. 4 to the Second Memorandum of Understanding with the DCLA for a total cost ceiling not to exceed $1.8 million to develop, promote, and assist with BOS environmental events and programs. Fiscal Impact Statement: The CAO reports that there is no additional impact on the General Fund. As part of the City’s 2025-26 Adopted Budget, funding of $900,000 was provided in the General City Purposes Fund to offset the DCLA operational costs. An additional contribution of $900,000 was provided by BOS from the Sewer Operations and Maintenance Fund ($450,000) and the Solid Waste Resources Revenue Fund ($450,000), which has already been appropriated within the General City Purposes Fund. Financial Policies Statement: The CAO reports that the actions recommended above comply with the City’s Financial Policies in that current operations will be funded by current revenues.
